May have found it. 96-2007 is the same. 2008 later inners will work but there is a hole for a throttle cable that has to be drilled. Anyone confirm this?

Correct. 2008 and later have TBW and therefore no throttle cables so you would have to make the cutout. There is also only three mounting holes for the fairing deflectors on the pre 08 inners and 4 on the 08 and later inners. The FLHX inners have fairing mirror holes pre drilled.
