As a retiree who uses the base commissary on Ft. Meade, we are required to put the stickers directly on the left fork. If not, you are a no go for base access.
Pa Inspection Stickers (yearly inspection):
Title 67 Section 175.41(e)
(2) On a motorcycle or a motor-driven cycle, the certificate of inspection shall be affixed in a clearly visible, upright position to one of the following areas of the vehicle:
(i) On the left side—traffic side—of the front fork.
(ii) On the left side—traffic side—of the front fender.
(iii) On a plate attached by weld or rivets to the left side—traffic side—of the vehicle for purposes of mounting the certificate of inspection.

I live in a gated community that has its own security staff ( cops that remind me of Barney Fife). I was told I had to put a gate pass on my bike but they did not state where. I took it upon myself to put it on the most visible part of the bike.....the kickstand. As a result I have made zero extra friends.
I havent seen any at Renagade or lake charles, bought mine at Chatahooche hd at FT Benning some years back. I want to say i saw some at cowboys hd in Beaumont Tx a couple months back, i few guys that i work with at JRTC OPS GRP just bought new bikes and are looking for them as well and were planning on maybe riding over there Thur before we pick up our next rotation. If they have some i'll shoot you a PM. For post decals the plate can be just screwed to the bike not riveted, at least thats what ive seen here at Polk and at Bragg and Benning!

Yes, I can speak for Missouri, Hawaii, Mississippi and Louisiana.
All military bases require stickers for access; you can get a one day pass too though. Post decals are free though.
I can speak for Texas... gotta have it... mine has a plate/bracket between the left saddlebag and fender, obscured from sight... but I don't know the legality of it... if I get pulled over I can still show it to them...
