2011 Models
Well all the BS about the 103 being standard on the 2011 models is untrue. I am in the military and we can now order the 2011 models, anyone can go to the website
http://www.encs.com/vehicles.aspx?id=668
Search the inventory for 2011 Harley, choose United States ALL and you can see the specs on the bikes available. You will see that the engine is still a 96. You can even see the color options for the bikes available to military. Hope this will answer some of your questions on the new models.

Security Package Option Added to Touring and VRSC Families for 2011MY
A NEW Security Package option is being introduced on the Touring and VRSC families. The Security Package option consists of BOTH ABS and the Security System ordered together. This will be the only means of ordering ABS and the security system from the factory on all Touring and VRSC models.
The bottom line: If a customer orders ABS they will automatically receive the Security System. IF they DO
NOT order ABS they CANNOT order a Security System.
This package option will have a Privileged Milquote Price (Estimated) of $1,138 (Touring Family) and
$1,150.50 (VR Family).
***Please Note***
Security systems will continue to be available through the H-D Genuine Motor Accessory catalog for a
Customer who does choose the factory Security Package option. Any such arrangement will have to
be made by the Customer directly with a Stateside Harley-Davidson Dealer. ENCS cannot assist with
this and it cannot be made part of the ENCS transaction.
Additional Option Added to Softail Family
The Softail family will also have a new option added which will not be announced until the Summer
Dealer Meeting in July. As a result, Softail orders being placed in Phase I will not be available with the
security system option (with the exception of the FLSTSB Cross Bones® model).

IMHO, when there is no group vehicle listing (FL) in the 2011 table (which is current and will have something in the market in next year be it FLHTCU, FLTRU, etc.), then one is led to believe that a new emissions approval and certification is underway for these models..... What does that really mean?..... perhaps, the moco is getting ready to release the first water-cooled motors across the board...or, maybe not! They have typically introduced new things in the Superglide first.... engines, transmissions, etc...
I've seen tables like this before where entire models were omitted by mistake. Also, someone recently noted that there will be an ultra version of the FLTR and it will come as either 96, 103 or 110"..... so, I guess its wait and see. Hopefully, I won't be as disappointed this year as I was last year.... The FLTR was struggling for looks as it was. BTW, who in the design department at the MOCO came up with the design for the '10? The 2010 was not worth the wait and I elected to go back in time to a 2004 FLTR. Single side pipes, removing the headlight covers and other details that cheapened the look for me.....
My '04 FLTR w/ true dual V&H pipes w/powercommander ECU can be punched to a cool 95cu", and by adding a Baker 6-speed and tourpak with my stock FLHT seat and Sweeper Handlebars, why would I want to spend $13K on a overly-hot, stretched, higher in the saddle, single-piped, electronic throttle cabled (can you say Toyota?- just wait until these start taking off full throttle with no kill switch function...lol), bastard-step-child of the touing Harleys?
Don't get me wrong, I love mine the way it is and it handles like a Sportster on steroids and cuts through the wind like a rocket-sled on rails.... just saying.... Make the Shark more tour-friendly for riding coast to coast...that's what those if us who ride them want.... not street glides with fixed fairings....
MOCO, let the bar-hoppers who want to ride FLTRs customize them on their own....

I wouldn't read too much into the listing on the ENCS site. I went through this when I bought a truck through them on my last deployment.
They get allotted a certain block of bikes/cages (just like any dealer) for each MY. So what's listed is what's in their allotment. If you want something not listed, and the MY is still in production, they can special-order it by 'trading' it for one of their allotment.
That letter is interesting, though. No VRSCAW? Maybe they're just dropping the 'W' and going back to calling it a VRSCA. I find it hard to believe the only VR's will be the Muscle and DX.
Also interesting is that the two-tone Rootbeer will be a standard color. The Apple Green/Black special color sounds cool.

I had ordered a 2010 Ultra Classic in June 2009 through Exchange New Car Sales while in Iraq also. They had the color chart for the bikes so I ordered one in Flame Blue Pearl. After the 2010s came out the end of July is when I found out about the Limited. So I changed my order to the Limited in August. I don't think anyone knows until the MOCO lets you know.

A post, beginning 8 weeks ago, said a 2011 touring model showed up with a 103 engine.

A few weeks later in the same thread this was posted:

Clearly showing 103 choices on 2011 touring models.
Your link to 2011 military cycle purchase options is somewhat notable but your posting "all the BS about 103's being standard is untrue" is itself BS.
