According to the info there from CARB, all touring models will have the option of 103" engines.

Again,I am not sure about the engines but I was at my local dealer today and I did get a look at the book with the 2011 colors in it. Let me just say the Sedona Orange is BRIGHT!!!!!!!!!!! and the Psychodelic Purple id paired up with the Vivid Black and it looks clean. It is not like the Big Flake Purple,it is darker and it had small metal flakes in it. Also the White hot Denim is going to look awesome on the SG and the RGC. They do know what colors are going to come on what bikes as well. I was hoping for the purple on the RGC but no such luck. He did tell me that he is still not sure about the RG Ultra, the color book did not show colors on the new bikes, just new colors on exsisting bikes.

A friend of a friend of a friend of my friend who knows someone at Harley said all 2012's will have a modulating headlight from the factory. The Touring models will have front and side airbags standard! I've heard they are working on a hybrid electric 883 Sportster that will also recharge itself using solar panels. That's all I've heard so far!

Search the inventory for 2011 Harley, choose United States ALL and you can see the specs on the bikes available. You will see that the engine is still a 96. You can even see the color options for the bikes available to military. Hope this will answer some of your questions on the new models.
You know. I don't have to say it. Fail....

My original post was about the 96" being replaced with the 103" which is what people were claiming had happened. That didnt happen, and the RG Ultra is a new bike, its also standard on the limited but that too is not a standard bike.
