Well all the BS about the 103 being standard on the 2011 models is untrue. I am in the military and we can now order the 2011 models, anyone can go to the website
Search the inventory for 2011 Harley, choose United States ALL and you can see the specs on the bikes available. You will see that the engine is still a 96. You can even see the color options for the bikes available to military. Hope this will answer some of your questions on the new models.

What I seen posted on the CARB site showed a SG103 and listed the cc's appropriately.

I would say, that as noted above, no one knows until they are released. The CARB report always has a bunch more on it than what is released. Could this be a way for you to buy their 103 or 110 kits to put on your, say UC, that way it is "street legal"? Just a thought. Those upgrades are a chunk of profit for the MOCO, so I would imagine that they are producing their own legal upgrades.

No one expects the weather report to be 100% but we still watch/listen to the them everyday. Then some bitch and complain if they are wrong but there is utility and interest in forcasting the future to best prepare and make choices. It would be boring to always simply wait for tomorrow to see if it rains. Some folks here want to know whether to buy a late 2010 or await a 2011 that has changes they would regret missing for example. I expect it was as painful to read, as it was to write, this self evident paragraph.

Doubt 103 and 110 kits are being cleared on that report by MOCO for many reasons.
one of the other rumors that may not come up on that website is a possiblity of a
Street Glide Limited and that bike would have a 103 in it , one more week and all the rumors will be verified July 27th aftter 12 noon
