Yeah, I would have...Go with FM's 2-1-2 headpipe, PCV, SEAC and your choice of pipes/baffles (I went with Rush's 2") and am extremely pleased with the set-up.

TTS, Fatcat, Ventilator. Bike runs much stronger. Would do it again the same way without hesitation.

Stage I would be the minimum for me also. Stage II is where I went at the time I bought the bike and that would be my preference out of the box.

Stage 1 is the minimum for me and has been on the last 3 Harley's I have had. Intake and pipes are the first thing that goes

Starting off with a stock '09 Ultra Classic, I installed a set of Screamin' Eagle slip-on's. I didn't notice much if any difference in sound or performance. After a few days I had a Stage 1 download done at the dealer and don't think there was much of a change then either. The only marked improvement was after installing a Ridemaxx tuner. I would not spend the money for a Stage 1 again.

Why would you not do a Stage 1 including either an ECM change or carb rejet? I have done this on every bike, both HD and metric since the eighties. Just gets you back to what it ought to be without EPA intervention. Not to mention I like some sound. Have not gone any further, but that may change, because even the cams are now being designed with EPA regulations in mind.
