Default Is this dishonest

When an item is listed for sale on ebay is it dishonest to have a picture of one item and a very specific description of a slightly different item?

Yes it is. The picture should match the item for sale unless otherwise noted.

Agreed - I bought a set of slipons that were not what was pictured in the item picture. As it turns out, I like what I got better, but someone else may not have.

It's dishonest if deliberate. It's just an honest mistake if not. Send a question to the seller -- that's always an option. The seller may have hundreds of items for sale and just made a screw-up. If so, he will probably appreciate the "heads up". If not, then don't buy from him.

Would be dishonest to me, unless the listing states something like 'file photo' or 'photo not of actual item listed', and then I likely would not bid.

Yes unless it is specifically noted that the photo is a stock image and the item is as represented, generally in new condition.
