It tells you how in the instructions. There is a small "spacer" that goes between the handlebar mount and the large, flat head screw that the cup holder actually slides over. The spacer has 2 different sides. One is round which allows the cup holder to rotate 360°. The other side is elongated, which allows the cup holder to move just a few degrees from vertical. Depending on which side faces the cup holder, it will rotate or stay fixed.

This is the newer model. Some stores still have hold overs from last summer. Make sure you get a new model.

I have the newer model and it works great. I like it a lot more than I thought I would.
I have wider handle bars and I'm not sure how you'd mount one on stock bars though.

I like mine, but its not modded and with a tall drink it wants to tip. I just drink a quarter of the bottle and that works for me. Don't put open cans in it, i learned the hard way! Everyone that see's it likes it and wants one, it is handy.

I like mine, but with the mod it seems like it would work better. Will have to check into it....it is a couple years old. I had to get the one made for the 1 1/4" wild chubbies.
