I'm sure it is within specs (quart every 3000 miles), but more than you and I like.

Many vehilce manufactures specify up to a quart per 1000 miles is within normal usage, including Mercedes Benz, Cadillac, Porsche AND Harley!

As a motor builder I would say that an easy, babied break in would be the cause of higher than desired oil consumption.

I can go more than 3k miles only using about 1/2 quart. I agree with hog-doc 100%. Gotsta wear those rings in during the first 150 (hell, 50 miles) while there's still a rough enough cylinder finish or otherwise you'll have a dog and might as well tear it down, rehone, rering and start over.
