At times its actually more than annoying especially if you're sitting at an intersection and try to take off and she goes flat for a second with no throttle. That can actually be very dangerous. Once you have modified the map on the ecm you have changed the parameters of operation of the fuel injection and now have taken Harley Davisons responsibility out of the loop. Go back to stock and see if the "hesitation" is still present. Then they will need to address your issue, if present.
I have the TBW on my 2008 RG and no other modifications. I have not noticed any difference in the operation of the throttle from that of previous bikes with throttle cables.
I don't recall there being an issue before the big bore kit was done and then for sure once the SEST was downloaded. Nice. I should just take it back to a stock setting with the ECM
The 09 and 10 bikes have torque and speed limititations written in the ecm code. This has been addressed with the TTS maps. The throttle blade progressivity tables can be adjusted to reach 100% throttle position by 2500 rpm instead of 3000. These tables should not just be maxed out as it will cause other issues. The OP's hesitation is probably other areas of the map are not right. If it is worse when hot make sure it is not the EITMS kicking in. All these issues can be addressed by a competent tuner. No reason to blame it on the tuning device.
Your right lonewolf looking at the Air Fuel Ratio line from the dyno read out most bikes will show a dip from 2000-3000 this is the hesitation nothing a tuner can fix for the time being thanks epa

I've had my Road King for 3 months and that hesitation is still unnerving. The acceleration is not linear and I've had a few scary moments when I try to make an immediate turn from a stop sign. I'm getting used to the characteristics of the bike so it's not as bad as it used to be but I still think the TBW should function a lot better than it does.
i have had the same problem, more noticable when hot, especially since the sept and cam change, my dyno sheet shows a peak at 1900rpm then a valley at 2000 to 2200 then ramps up sharply after that, this is where i feel the hesitation, then she wants to run like a bat of hell if i let the clutch out to fast, its become a delicate balancing act between clutch and throttle
I have the SERT and changed the throttle progressitivity to 99.9% at all positions. This helped mine. No hesitation at all, and with the 255's, the bike lunges quicker than I anticipate at times. Good luck...
