I know you said the clutch cable is not in a bind, but the clutch cable trying to straighten out will put enough pressure on the bars to induce counter-steering at highway speeds.

My '09 RG had a slight pull to the left when new. After I changed the bars, I re-routed the clutch cable and it tracks straight now. Put the bike up on a center lift and see if the front wheel tries to turn right slightly after doing a "swing" test. In the beginning I also tried the moving stuff from one bag to the other with no real noticeable difference in tracking.

Default RG pulls to left

I have an 09 RG also....it's had a slight low-speed wobble since I got it new in Mar 2010....at the 1000 mile service I had them correct the wobble....since fixing the wobble she's pulled to the left - slightly. Before they fixed the wobble (and scratched my tanks' clear coat to hell) it ran STRAIGHT AS AN ARROW..... I talked to a compentent indy and he says they didn't tighten the lower triple tree bolts evenly. So............I need to take it back to them to have them fix it....I expect they'll tell me the left drift is normal.... But I know for a fact my sled ran straight as a laser beam before they adjusted the steering head....BTW I'm in Germany.
Love the bike though.

I noticed a pull to the left as well when I swapped out the front end of my '03 Deuce for a FLST front. At first I thought it was the larger tire up front, but then noticed that I do ride to the inside of the road putting the front wheel on the edge of the crown of the road. So I switched sides and noticed a slight pull to the right. I would have to go with the crown of the road theory. On flat surfaces I really don't notice any pull either way unless I am riding crooked, ie pushing either way or leaning.

Just for grins a giggles disconect the clutch cable from
the forks and go for a small ride and see if that helps
if the clutch cable is a hair to long it will push the forks
to the right making the bike go left

The Road King Kid is correct! you bike should be traking dead straight. Unfortunately bike manufactures put bikes together with tolerance that can be + or - 0.20" (or more) out. I found this out becuase my 09 Road king also drifts to the left. Two harley dealers, whom I approached said they all drift!! My dealer did an alignment check. He said it was ok but the Mechaniac who took it for a ride said it definately pulls to the left. I tried numerous remedys (apart from a professional frame alignment), Now I live with it . I did research other manaufactures ( e.g. BMW); they factor in + or - tolerance as well. What we need is a maunafcture who is ISO 9001 compliant ( its a quality standard). I dont think my nextr bike will be a Harley. I will hunt around for a bike that tracks true (long test ride)

Hey Cheese burger welcome to the forum from Texas.
My bike pulled to the left as well and I had it checked out
at two different dealerships it is stright as an arrow but,
it still pulled to the left. One day while I was messing around
with the front end and i disconected the clutch cable from
the tripple tree and I forgot to put it back, WOW no more pull
to the left.

I find this a very interesting thread. My 2012 FLHR pulls to the left as well but only with the cruise on at highway speeds with no hands. If i'm coasting it tracks straight or under say 70 Kmh its fine. My clutch cable does seem to push hard on the forks. But that doesn't explain why it tracks straight while coasting or slower speeds?
