Default Brake pad inspection

I checked in the DIY forum and didn't find anything about checking the pads. My manual states .04 (1.2mm) or less and replace. That seems kinda small to me. I would think you would want to replace around 2mm. I visually checked my pads without a rule and could determine that there is definitely a lot more than 2mm of thickness. I know some replace pads when replacing tires. What does everyone use for replacement parameters? Also just another quick question...I checked rear master cylinder with bike level and all was good, but the front is positioned on the handlebar such that you cannot have it level and I had some drip over when I attempted to check. How do you folks check your front cylinder level? Thanks

Did you try turning your handle bars that works for me also I have a rag close by
