NO, you do not have to extend wiring with 10" MBB's.

Brake cable is totally fine. Never need to replace it.

Clutch you can avoid short term, if money is an issue. I'd say go ahead and do the clutch now. +2 worked for me. I even found a new way to run/hide it:
