That doesn't sound bad to me at all. I've seen most places selling the Rinehart true duals for right at a grand, and you can buy the PCV from fuelmoto for just under 300, so those two prices alone are already over the e-bay prices and that hasn't even covered the cost of the intake. If I were in the market I might take that deal.
For the package, I think it is looks like a very good deal. With or without the dyno tune but if you are near them or one of the events they attend even better.
may i ask why you want true duals? Factory head pipes give you more torque.
Everything I have read says the catalytic converter, in the head pipe, chokes the power and replacing the head pipe will cool it down significantly. I thought about just replacing it and staying with the 2 into 1 but my preference is duals on a touring bike. So it is mostly performance and preference.
I have to admit I was a bit skeptical, price is too good to be true, but it was the complete system, looks great/fits great/no blemishes, and sounds absolutely incredible! (I heard one of these on a RK in Sturgis, had to have one after that!)
Oh, and it cost me about $50 more in parts to make it fit my 2010 (left muffler hanger & oxygen sensor adapters/extension wire), but well worth it.
Oh, and I put it on a 2010 Street Glide, just haven't updated my sig info yet...
