This appears to be a piece sent to an EPA workshop as a sample presentation. Note the section which says "Hypothetical..." I doubt that they'd allow a true document to leak out... But then again, who knows!

It is interesting to me to know that they are working on liguid cooling existing motors. Big cruisers need to be liquid cooled, especially when they are not cruising but sitting at stop lights in 95 degree heat.

Did anyone else notice that these bikes had catalytic converters?

I don't belive that they need water cooling. As far as being hot at 90 degrees, hey, it's HOT at 90 degrees! If you look at other bike forums you will see the same complaint. Check out the Honda ST1300, it's water cooled and HOT!
Besides, they're all air cooled, if you don't think so block the air from going through the radiator. The water cooling allows tighter tolerences and more even engine fuel managment because of the constent operating temps. Air cooling technology has come a long way, it's not as efficient as water cooling for emision regulation but as far as preformance and efficency look at your torque and fuel mileage figures, they aren't too shabby. And I won't lose my cooling medium, there's always air around the engine and blowing a hose won't leave me stranded.
I've got nothing against water cooling in ten years or sooner I'm sure that's what we will have exlcusively, but for different reasons than we think. (EPA).
Catylitic converter technology is not a deturent to preformance, there are a number of high preformance motorcycles manufactured today with catylyst exaust and are not negativly affected.
