The bottoming out of the wheel to the fender is not a bottoming out of the wheel to the fender. Its a rubing of the wheel to a funky electrical harness bracket.
I found this out when I lost my rear lighting. Found the wires were all worn out from wheel run.
My fix was to replace the harness, but this time, run the harness on top of the fender, and into the bottom of the rear light from the bottom (bottom entry prevents water accumliation). I removed the bracket that hel the wiring harness.
Not the tire does not sound like it is bottoming out.
Also, on those lowering kits, be careful on the direction of install for the bolts. If you face the head of the bolts towards your tire, and the nut torwards your bags, the nut side of the bolt will grind into your bags, and it woill sound like it is bottoming out, but it really is not.
Don't forget you can lower your bike by using a lower profile tire.
