You don't need to drop the lowers for the progressive drop-in kit, it is all done through the top. Older style kit (not drop-in) you need to drop the lowers to put a spring or two on the dampening rod to determine the amount of drop you want, and then cut a PVC spacer under the top cap to set the main springs preload. The drop-in style kit has comes with upper springs that set the main spring preload.

I just installed the drop-in kit in my 07 Ultra Classic. I didn't use the spacers. Dropped mine about 2 inches. I liked it low. Then I put a 21" wheel on the front and it raised it back up. The 21 is about 5 inches overall diameter larger than my 16 inch wheel so if you split the difference it actually raised the frame of the bike off the ground about 1/2 inch. If you want a 1 inch drop I would cut a 1 inch spacer to put in with the springs. When I say raised the frame 1/2 inch its backed up by the fact that before I put the 21 on when I lowered my rear to the lowest point via the bolt on kit with the 3 levels to lower it I couldn't get the jack out from under my bike unless a board or something was under the rear tire. Much to my suprise when I put the 21 on the jack came out from under my bike with just a little wiggle.

I just did the drop in's in my 10 streetglide. In the directions for my year bike no spacer should allow for a 1" drop but it looks more like 2. I'm just afraid of the fender hitting. I took it for a ride and didnt seem to have any issues. I also changed the fluid to belray 15w. Rides real nice with no dive now.
