I have M1265 issued 22 Jan 2010 which refers to MY 2010 seat running change. This refers to the new low seat running change where the seat was redesigned and the word LOW is stamped into the underside of the seat pan.
A LOW seat was offered to buyers at a reduced price due to customer complaints cause the old seat was uncomfortable, etc.

M1273 bulletin has to do with the loose fitting on the front, they have a service that obama rigs it, with rubber bumpers but looks like chit, some people have been able to get there dealer to replace the seat with a 2011 seat and even replace there rear fender..if your dealer don't take care of you call harley customer service at 414-343=4056 they are aware of it and can probably tell your dealer to just fix it right with a new seat and new fender (if your fender got damaged)
