Default Front fork cartridge?

I have a 2005 FLHTC and need to fix a leaky left for seal. I have changed many of others standard assemblies before but now I am going to attempt my first cartridge setup. Anybody know why HD used this cartridge in one side for a limited number of years? Is there any advantage of just ordering a non cartridge front set and doing away with it? im going to change the lower sliders to chrome while I have it all apart anyway (no big) I was told if I don’t take the tube assembly apart I don’t need to mess with the cartridge assembly. Just change the sliders, seals and reassemble. According to my Clymer it says a need a special fluid level tool. Not just refill with measured 14oz of E fluid. What can anybody tell me? Or Advice?

Same as the forks on my 2003 Ultra. I plan to change it all out with a Progressive Mono-tube set-up. Search this site and you will find different opinions for and against whatever you decide. Good Luck.
