Yes its made to fit flat. I seen it at the easy rider show last year when Paul first came out with it. The mounts are the exact pattern of the old turn signals. Ill take some pics of the install and do a write up.

What I like best about the plate, is you dont see the plate screws. The kuryakyn lay down plate does the same thing, but I didnt care for the looks of the allen screws.
I'm not quite understanding this plate setup. do you need to order the stealth frame 3 and then a back plate for a grand total of $300 for the license plate mount???
The 10-11 are different then 09, they are different mounts bc no tail lights still $149. I called bc, I thought the same thing as you $300 the way it reads on their site. Ill post pics when it gets here to clear things up.
I'm also waiting on the HD parts, should be in this coming week.

Thanks for the heads up on the PY stealth frame, apparently it also fits the CVO fender.
I'm going to order it tomorrow in black as I'd like to eliminate the license plate light on the CVO fender and clean it up even more.
