I picked up a 2007 vivid black road king with 3,500 miles on it for 12,500 last summer. I think if you hold out you can find the right bike for cheap. Granted this was in MI, one of the few perks of the worst economy in the country
If you go with the 03 plan on the doing the cam tensioners. I have an 03 with 31K and this issue has been bugging me for the last year. I was at the dealer today and made arrangements to go thru with the upgrade $700.00 installed.The kit includes an upgraded oil pump. My 03 has been a reliable bike. Most common problems are sprongy front brakes which can be fixed easily and the cam tensioners. Good luck.
Thanks for all the replys. I just found a 2003 with 16K miles about 2 hours north of me. Guy is on hard times and is asking 12.5K but said he would call the back monday and get a new price for me.. Its the gun metal not the silver but I like both. He said its Bone Stock and had all work done by dealer with receipts. Looks like a winner. Hopefully can look at it soon!

Personally, if you are not getting a 96in (2007 and newer), then I would get an 02 because that was a strong engine. And, I would not pay more than $10000 for an 02 with less than 20000 miles. They are out there, just need to check Craigslist and paper everyday.
Bought my 07 flhp with 38,000 miles for $7910. Spent another 300 to get the undisclosed bugs out of her and she's been solid for the last 1,000 miles. I've only had her for 3 or 4 weeks and putting on a far amount of miles per week now.
Twelve and a half here for my 06' with 12000, mi. Keep a lookin!

I purchased my 2005 FLTR in Dec 2007 with 10,526 miles on the clock. I paid $13.5. The bike now has 68k, and running strong. I did the cam tensioners in Jan '10 at 50k.
While I understand the bike in the OP was a 2003 anniversary model....I think that price is WAY high, for 13k you should be able to find a bike with less miles.
Check cycle trader! I found a few in Florida last week in that price range with under 20k miles. They were 04 Ultra's. I ended up with an 04 FLHT,with under 15k miles for 10! I'm happy!
Top end is the same; it's the lower unit that is near bullet proof. Timken crank bearing and hot forged crank; much tougher than later models. 02 was last year for Timken and, I think, hot forged cranks were replaced with cold forge or cast cranks in 2004. Relying on memory here so could be wrong. In any event, many belive '02 was the last year before MoCo quality started going down hill.
