Im runnin between 20 and 22 solo and around 30 with the Mrs. You really just have to try it out and see what ya like. There is no "right" number, but you'll know the sweet spot when you find it.
I run 11 lbs in rear on my 01 with the wife and our gear. I weigh 230 and she's 170 and rides fine. I have air on front as well and solo i run 11 front and 9 rear and rides better than my car.
My 99 Ultra I was @ 15 psi solo and 25 2up, I am 225 and my bags are usually full of stuff. On the new 09 Ultra the suspension is different with a max psi rating of 50 when 2up.

On a cool Sunday morning and a road similar to Hwy 299 (Redding - Eureka CA) this is what I use on my 2010 Standard:
2Opsi solo, 25psi w/wife, 30psi w/wife + cargo
or in load equivalents:
20psi @220lbs, 25psi @350lbs, 30psi @400lbs
In warmer conditions I tend to lower shock pressure (by ~5psi) to reduce loss of adherence.
I run 25 all the time. I like the feel of the bike in curves better at that pressure. Since most of my riding is in the Rocky Mountains, there are a lot of curves.
Well. looks like it's pretty subjective. I set it @ 25, and will give it a try. I'm certain that the 4 psi that was in there was not enough. I guess I will play around with it a see whats best. Cant do it today, 'cause winter came back, it's 22 deg . . . . . YUK!
