Default front in lowering question

I am trying to lower a 2000 super glide so that my vertically challeged son can ride it. I lowered the rear with the blocks that move the shocks back a couple inches. If I lower the forks about an inch, will it lower the seat height another inch ?

It should lower it slightly...not the full inch, though.
