+1 on the Wally World Waterproof bag. I've got the large one, and can put my sleeping bag and other items I don't want to get wet. It folds over and compacts, and is great for keeping things dry. It's florescent yellow, but, that's OK. THey're cheap enough, and pretty much bullet proof.
I went to the local REI and they helped me find the perfect bags, made just for that -- even though I was using them for the exact opposite reason. I keep my soaking wet hydration vests in the bags for the rides in the 110+ summer. The bags a clear plastic, sturdy and should last for years & years barring a puncture.
I 2nd the "SealLine" or "Sea to Summit". I took both on multiple deployments with the Marines and they hold up very well. Try to get the ones with the one way valve. You can collapse the crap out of them and ensure a tight fit.
Here's another SealLine testimonial....During a road trip I once washed my bike at a manual car wash to get bugs off the front end. I was bone tired and didn't feel like removing my SealLine from the bike. Later on, when I checked my clothes at a motel, they were completely dry. I don't think I'd try this with any other bag.
The SealLine, Sea to Summit and Cabela's Boundary Waters II bags are all very good - I have and use them all depending on what I am doing. I have a few different versions of the Boundary bags and I like the "Regular" sized duffel; it's easy to tote into a hotel or tent when you dismount from the bike. It fits perfectly on my tour pack rack or on my back seat if solo, as do the medium and large sized roll top versions but they don't have the same carry straps.
