My 2010 EG Ultra Classic (stock) isn't certified and it gains a mile about every 52 miles or so comparing it to my gps. so, if you calculate it up, if i drive 50000 miles according to my spedometer, its really only 49309, makes your warranty up sooner. gotta love it.

Implicit in the certification of anything would be that the certification be done by an independent 3rd party that specializes in certifying a particular thing, wether it be an electronic instrument or other measuring devise. I would bet a small body part that HD does not certify their speedos.

Its marketing hype but I think it looks really cool - way better than Reasonably Accurate.

That's been the case in my experiance. My 2002 SERK had a certified speedo from the factory and it was dead on compared to my Zumo 550. My 2011 Limited is 2 MPH fast against the same GPS.

since the warranty is by time, and not by mileage, how does a odometer that reads a little fast make time go by quicker?

Mine has it. I don't think it's anything more than a design thing. Nothing more, nothing less.

I'm just guessing, but the speedometers were made in Japan and I assume the accuracy spec was a requirement by HD placed on the manufacturer. The speedometer on my RK was 1.5% slow.
