I have my plate mounted in the same location, but I don't have that exact bracket. I got mine from Intermountain Cycle Products. The owner (Greg) used to be a member here, not sure if he still is or not.
I've never scraped it and my bike is an inch lower than stock. The boards hit before anything. Once I here the board scrape, I've never felt like pushing it beyond that.

I have a side mount bracket from Fireman Joe's that is top notch. BUT, I am going to a 2 into 1 and when I came across the Native Custom bracket, I liked the way it was lower and under the bag instead of behind it. The one you have looks like it might even be better.
It appears that the bracket puts the plate closer to the bike so the angle should be fine. The Native Custom bracket looks like it sits further out towards the middle of the bag so it left me a little concerned.
Well, looks like Intermountain doesn't exist anymore. I have sent emails, filled out their contact form and even called and left messages. Looks like I'll be going with the Native Custom bracket...
