I have a Heritage with a rack that says 10 pounds. The owner of the HD dealer sold it to me. I asked her WHAT 10 pounds? She stated put what you can on it. They put the disclaimer for legal purposes.
I took her advice. My OL or should I say till last night would fill the Ultra Touring bag up from HD. Heaviest was 80 pounds of weight I put on the rack. This has been going on for 3 years with no problems.
As others said bushings if removable but if not removable like mine I put no less than 60 to 80 pounds.
As has been stated, the Tour Pak uses similar mounting system and points and weighs a lot more than 15 pounds empty. I have the two-up luggage rack (quick detach) and normally fill up the Kury Ultra Tour Bag and strap another duffel on top of that. Never heard of a rack or the mounting hardware failing if properly installed.
I agree with two things that have been mentioned already: (1) the lawyers for the MoCo are responsible for that sticker, not the engineers and (2) it probably has more to do with handling as you change the center of gravity than the strength of the rack.
