Probably not the tank but it would be the easiest, first thing to check.
I would pull the fairing and R&R the front end. Check all your fasteners, radio, ect.., new fork oil, check (fall away) and re-set the steering head if needed, grease the neck. With a manual, pretty easy to do just a little time consuming. Good way to spend a rainy day.
I have 07 Street Glide with 39k on it. Ihave a clunk or clang in the front. I have to hit the right little dip or crack to get it to do it, sort of rare. I've check everything everyone has said. Sounds like radio falling out, or like no fluid in front fork for a second. I've changed the fluid twice, head bearing good, inside the fairing every thing good, outside good, tank good. I think it comes from the up front fork area. Still looking, like I say some what rare.
Have the same issue but I have added the Ricor valve to my forks (2003 Road Glide) Checked the steering head and fairing all was good there.
Called Ricor and they told me because of the added valve on top of the dampening rod when the front forks compress and then drop away quickly sometimes the fluid does not have time to bleed off fast enough and you will get a clunk. In my case is it the added valve slapping back down on the dampening rod.
I am guessing if you are low on fluid in the forks the same thing can happen with the spring coming back down.
I would go with check the steering head and then service the forks
Might wanna check front wheel bearings, mine were bad at 9000mi. if they are got to your local bearing house and get 6205-2RS for $8.50 instead of $25 harley
I get this same clunk noise if I hit a speed bump to fast. It's like the front forks are extending downward so quickly they bottom out. I've got 50,000 on my 08. Fork oil change is on my list for the very near future.
Hmmmm....glad someone started this thread. I have a 03 Road Glide and I get a little clunk on stopping when the bike comes to a complete stop. Thinking I will change out the fork oil and see what that does. BTW 32k on bike and all stock up front. Anything else I should check?

Funny you mention that about the Ricors. I have read that elsewhere on this forum. I installed mine a couple weeks ago and not experienced any clunks, guess I havnt hit the right bump yet.
To the OP, if the front end has not been serviced yet with your mileage, I'd go ahead and do it.
