I would start by taking off the heat shield and clean with easy off oven cleaner.

If you need to scrub a bit. Use only a brass scrubber. Anything else like an SOS will scratch.

Put oven cleaner in a cup, heat up heat shield. Take it for a ride or use small torch. Put oven cleaner on with rag or brush (don't spray it on) cover affective area. Let it sit for a few minutes. Now take aluminum foil form it into a ball, rub foil over burnt on rubber. Foil will not scratch chrome it is softer. Rinse cleaner off with water, polish heat shield. If burnt on rubber is really thick you may have to do it more than once.

Warm it up and use a plain ol .05 cent nickel. Will not harm the shields. And you keep the nickel when your done, no cost at all.

Shoe rubber, why did't you say so, When cold, I have a can of acetone but lacquer thinner works well also.
