Try jamming a piece of white cutting board behind the pulley to jam it up. Thats what I did the first time but I did have to buy the wife a new cutting board. Are you using an impact gun? I also had to use a propane tourch to break the locktite.

 

The groves I machined into the locking tool are cresent shaped to match up with the pulley and prevent it from rolling off.

 

All good tips I will try to see if I can make something work.
