My wife is 5'11" I dropped the boards to the lowest position and installed the George Anderson kit to move the TourPak back 2-1/2" This gave her all the room & comfort she needs.
I would put some more thought into moving the passenger boards forward. My wife allows her boots to protrude a few inches to the front of the board while riding and at times I find myself bumping her foot when I go to stop. It would also be a pain for your calves in a situation you have to peddle backwards with the passenger boards down. Just my .02.
