No need for anything additional with a 21" except a set of brackets to raise the front fender on 2014 and 2014 models as the stock front fender sits lower.
The debate on lowering the front end carries on. My opinion is that a lowered front end will offer benefit in returning the bike to stock height but will suffer from less travel in the front forks. A set of better fork springs or mono tubes will drastically increase the handling capabilities of the bike from stock.
My advice as always is to put on the 21" wheel and ride the bike to see if you feel there is a need to lower it. Baggers have a high center of gravity meaning that additional height added by adding a 21" wheel is felt less than it would be on a bike that has a lower center of gravity like a softail.
I run my bike (FLTRX) at stock height in the front with a 16" rear and 13" shocks. Lowering does nothing for me personally. I like lean angle and ground clearance far better than a slammed look.
Opinions vary as far pros/cons with lowering the bike. If you guys need help with other wheel, brake, shock suspension questions you can always call the shop or PM me as well.

DNA 80 spoke with DNA rotors. I installed 1 1/2" drop Arlen Ness dampners along with the H-D profile low springs I already had in there. These are stiffer than stock. I also added about 3/4" of spacer on top of the springs and raised the fluid level to limit travel so as not to whack the fender on the crossbar. Rides stiffer but I like it and it handles better. Back end is also dropped 1 1/2"
