I think most guys running the 19 or 21 front wheels are doing it for the look. If that's the case, the 21 has a bigger visual impact than the 19. I'd go with the 21, but you should bring the front suspension down at least an inch if you go that way.
i'm most likely gonna be doing a wheel upgrade this winter and i'm about 99% set on going with a 19" front.... its basically the most bling you can put on the front of a bagger without having to mess with the geometry.
(just as an FYI the 19" set up wether you go 130/60/19 or 120/70/19 are almost identical to the stock wheel diameter)
although all the picture is see of bikes with 21s look good whever is see one in real life it just looks too big.... strangely enough i don't mind it on a Roadie, i think the big fairing balanced out the big wheel (p.s. sweet bike dbell )
my real problem is that i don't think i want an 18" rear...which is a probelm because that means that HD Agitators are out..and thats a shame cuz they are really pretty resonable compared to aftermarket wheels... and they are THE ONLY 19" wheel available that is 3.5" wide...all others are 3"
i'm leaning toward a 17" rear with a 200 tire... IMO the 18' makes the rear of the bike look higher...i don't know maybe its just me. i have aslo read a decent amount on some handling issues with the 18" 200 rear.... though some swear not....
I have the same thoughts with the Agitators and it's really to bad that they make them only in that size.
18/19 agitators here. Bike rides exactly the same as stock. After looking at several combinations and then figuring in price they were the hands down winner.
i'm looking at a 21/17 comb , looks like 3 company's are making the same wheel or maybe 1 is suppling the other two. Renegade,Colorado Custom and Wanaryde. any of these have better quality or chrome than the other
I changed from stock to HD Reaper last year (18/front up from 17) and IMMEDIATELY noticed a difference. Crisper in the corners, less stable at slow speed. I wouldn't want bigger, but that is just me. Seems the older I get the more ride and stability are important, maybe not to others though...

its that thought process that has me considering the HD Airstrike wheels from time to time... same size as my stock 2010...just in chrome for a little more shine... i could even remount my existing tires...
