Will the stock Heritage bags fit on a Road King with minimal modification?

you'd need to clearance the shocks on the backside.

fab up some offset brackets for the mounts

and I think the heritage bags are not as long, so proportions may not be what you want.

don't like the road king classic bags?

The touring bikes are not a handsome bike without the bags..... Not sure why you would want to go with a smaller bag than what you have.... it'll just show more "unfinished" area that's designed to be covered up.
