You are riding a Road King not a sport bike. Road kings aren't meant to be "raced" like that. Keep riding it like that and fuel mileage will be the least of your worries.

You kind of answered your own question don't you think?
- Get as close to an apples-to-apples comparison as you can by not racing the bike.
- Realize that you opened the intake, you're adding more air, and with the PCIII more fuel. You probably will not get the same mileage as a stocker.
Finally, do some reading on Rich/Lean and EPA to understand why some people are claiming 45-50mpg. HD also issued a recall to reflash the ECM on '07's to fix a surging problem. I'd rather have happily running rich engine at 35-40mpg than a lean one at 50.
I have mapped my Ultra. Added D & D exhaust. Cams and heads and I have 125 Hp and get 45mpg. Change the exhaust and that should help or take it to someone with a dyno.
A heavy hand and spirited riding will trash your gas mileage.
I can go from 35-43 MPG depending on my attitude and who I ride with.
Speeds over 70 seem to take a toll on mileage also.
Your mileage may increase as the bike completes it's break in also.
Most after market maps seem a little rich , and that's ok for durability , not fuel mileage.
Some riders fib (lie) about their mileage also.....

that's good to know most off the time I take it easy and I get about 32 mpg I don’t think that it is running rich the plug is a little white, my be because of the gas in the states but what do I know? I just top my tank and I am going to see what I will get. this time I will cruse. I was racing around because I just put in a new program I mean map. I was just surprise that it was so low.
