Doesn't mean the roller stopped, might be lofting over the nose. Would really like to see pics.
Possible, but seems unlikely with the wide nose on the stockers. More likely a bad roller. It is short mileage for lifter failure.
Don't believe the lifters are Chinese. Mexican, maybe. The new "C" lifters are getting a bunch of bad press on the forums, but most of that seems to be the usual crap getting picked up and repeated by guys who don't really have any first hand experience with the parts.
It looks line the SE lifters are failing...

Now, these are in a 120r but lifter is a lifter, we both have roller rockers installed, he kept the stock cam, I used one with a little more lift. I will be opening mine up to check but expect to find similar results. Time for some Bob Wood's lifters...
to replace with a known faulty part is not right, even if it is free (under warranty in the OP case)

Purchased a New 2011 Limited Ultra Classic on April 2 last year put 15,000 miles on her and lifter noise was horrific. Complained so much Harley took it apart found flat spots on rollers on bottom of the lifters and Scratches in the oil pump. They replaced one cam and all four lifters. Noise was still there when I got it back. I pushed for new motor but we know how that would end up. They put me on new bike just to shut me up. Now on to the 2012 Limited Ultra 103. I put a tmax tuner on it and got rid of the cat. The engine running amazingly cooler. Performance is outstanding. Smooth smooth through the gears. Power from just in to wide open on the throttle. I personally feel the engine running cooler helps the oil from thinning out. I plan on changing the lifters out to a better brand before they get noisy again. Any Suggestions on Brand??? I do recommend the TMAX
