That is absolutely incorrect. The '06 tour bikes have a cat in the right side muffler. It is mentioned in the owners manual on page 46, and listed in the index. It reads "All Touring motorcycles are equipped with catalytic converters." The service manual, the parts manual, both verify this, and it is stamped on the muffler. It got hotter than hell under my lady's foot. We replaced ours with modified road king slash cut mufflers. The modification was the removal of the cat, and the center baffle plates.
In '07 the ECM was changed and the ox sensors added, and the cat was not necessary that year to meet EPA requirements.
Here's a picture of the stamping on the right muffler that came on my '06. When you look in the inlet, you can clearly see the cat.
The statement above about the 2007 model year is correct.
That is the only year since cats were required without a cat.
These mufflers are like gold to some people.
I know several people collecting these mufflers.
I myself have one set, might sell them too!
They are about like 1.5" baffles, if your (new) cat is removed. The older they are, the louder, mine has about 11K on them.
