Sounds to me like you are right, it could be the battery, regulator, or stator, or any number of other electrical gremlins, but applying the electrical troubleshooting procedures in the service manual should tell you exactly what is wrong. It's really hard to evaluate electrical issues over the internet, your results from charging the battery basically narrows it down to the three main possibilities you already mentioned. The battery is easiest to check, I would start there.

check connections on the battery terminals, or the main circuit breaker, if that doesn't work take the battery and have load tessted , it could show ok voltage but not have amperage capacity to start the bike

Thanks all for the tips. Should have warm enough weather to get in the garage and step through everything you all mentioned. I'll repost as soon as I get through it all.
@sidcaebob..not sure just what part fo 'central illinois' but thats where I originally hail from. born and raised.Springfield.

Default Voltage Regulator Problem Solved

Thanks for all of you good ideas . . . everything looked good till I got to the battery. Across the terminals I was showing almost 13 Volts, but on the pigtail for the Battery Tender I had dropped to 9 volts. When I saw this difference, I checked my connections more closely, sure enough the negative was loose. Passed the initial test, so I think we might be good.
