I also researched a pair of shocks that would not break the bank and I settled with the HD premium 13" for my street glide. Overall the reviews have been very good and at $ 399 shipped they were in my budget range. I'm sure the H-D Premium shocks are a nice improvement over stock.
I opted to choose an emulsified shock from a different manufacturer.
I was somewhat unconvinced of the concept of having a different shock on each side (stiff spring with rebound damping on the left and soft spring with compression damping on the right).
Not surprised on this site about people recommending or not, something they have never tried. The stock shocks on my 10' RKC suck, so I have installed Ohlins. Are they better, I don't know, haven't had a chance to ride with them yet. What I do know, not many people bitch about them.
