I just went through this same problem. Had a new D408 installed on my 09 Ultra. Never had any issues on previous two tires. Since this tire I had a bad wobble at low speeds. Returned to dealer for rebalance check and was told ok. Had steering head bearings adjusted and still had wobble. Took to another dealer and had balance checked, was told ok and the tire run out was perfect. As a last resort I tried installing 2 oz. of dyna beads. Bike is now perfect. These beads are awesome!
Dealer said the head bearing needed greasing... everything else seemed to check out.. I tried a couple turns in the lot, and it seems a bit better... maybe changing the fork oil next time will really cure it.
@Hover: What is this test that you mention?
The test involves putting the bike on a jack. Turn bars full left or right and let them go. You have to count the # of swings it takes for the bars to come back to center and stop. Its in the service manual. If you do this test, make sure no cables are restricting the movement.

Ah! I did this at my 1k, and according to the service manager, this test was performed, twice... before and after adding the grease... but I will repeat the test myself... to confirm. Thanks.
Also, the rear wheel wasn't aligned properly (it was at my 1k), and that was fixed as well.
I know this is an old post but I had the exact same problem. I would like to post my solution to the problem for those searching. I just installed the STA_BO II and the problem is gone. Before I was worried about laying the bike down on very low speed turns, especially on gravel. Hope this helps others, I couldn't find much on the very low speed wobble.
A very evident symptom I had, was jerking the handle bars very quickly while stopped, and they would rebound back something fierce.
I say that the issue is maybe you fighting the handlebars your self, as in your arms are shaking and you dont even know it so try this take one hand off the bars ia slow turn and see what happens if the wobble almost stops then you have your answer!!!
Not even close. There is a problem with rubber swingarm mounts and this fixed the problem. I let others try it out and they about **** their pants with the instability.
