it has special paint, heated grips, tourpak rack, no saddle bag guards, some badgers and a 12V outlet.

maybe some other stuff but it's not like 2010, 2011 where the motor was bigger than Ultra.

It's a marketing niche, you can get all the details at the website.

Titanium gauges, 2010 has the full front fender bumper and trim that the 11 & 12's don't.
Its actually a Ultra Classic Bumper.
It is what it is, today it really boils down to the Custom Colors that are specific to the limited only in the combinations they offer.

They are both great bikes with the 103 with all the EPA stuff removed or tuned away.

ABS/Security are standard on the Limited. On the Ultra it's an $1,100 option. Don't worry - the guy who buys a Limited is paying $1,100 too, but it's sunk in the MSRP.
So here's everything on a Limited that's over and above the Ultra:

- ABS/Security
- Heated Grips
- Titanium face gauges
- Tour Pak rack
- Different paint scheme
- Chrome wheels
- No saddlebag rails
- No front fender bumper
- "Limited" badges on tank and front fender

There may be a 12 volt outlet in the tour pak or some other small doo-dad, but what has been listed above is pretty much the differences between the Limited and your Ultra. The Ultra's start about $21,500 and Limited's start at $23,800. So basically the $2,300 difference in price is the cost of those things on the list above.

And buying the regular Ultra, gives you $2300 to put the parts YOU want on the bike, instead of what Harley wants you to have.

So the Ultra at $21,500 plus ABS/Security at $1100 is then really $22,600 which then makes the Limited only $1200 more for what you listed above.
Not sure its worth $1200 for those items plus I am giving up the rails and bumper. Chrome wheels and special paint could eat up that $1200 fast though.

It is on his '12 model because it has a 103 on it, and it is standard on all 103's.
