99 was first year for Twin-cam, for the first year and a half there was a major design flaw in the type of bearing used for one of the cam-plate bearings. A certain amount of these bearings would fall apart pre-maturly sometimes destroying the entire motor. You want to find out if this bike had the bearing change done in it's past. If not make sure you do it. Other than that no major problems I heard about.
I would try to find out if the chain tensioners have been changed. My 01 has 35500 miles on it and I have a set ordered for it. Kinda figure since the cover is going to be off for inspection might as well have them changed. I enjoy mine bought it used from a dealer iJuly 2003 no regrets had about 5000 miles on it. Also check to see if they will give you some sort of a warranty what can it hurt. Well they really don't give anything away.....
The used market took a beating this fall so there are a lot of very good deals to be had on used scooters. IMHO the miles are a little high for the price on that one...
Don't be afraid of the bike just because of the bearing problem. Just get the dealer to change them or put it in writing that they have been done. Without the upgrade, virtually all 99' Twincam engines will have a cam bearing failure. Just a matter of when. If you get them changed, no big deal. If they go you could have catastrophic engine failure, $$$$$$$$.
I had mine changed and while they were at it installed S & S gear driven Andrews 37 cams.

I ride a 99. There were a few things to look out for early on but overall they are a quality motorcycle. I have almost 50K on mine now. I did get the cam bearings upgraded early but there was never a cam plate problem. Cam bolts were a recall. If you have and doubts about the status of recalls or suggested changes, enter the vin on the moco web site and you will find your answers.
