How about just spot welding 6 or 7 places on the pulley, you never see it?

All overkill...The belt walks to the outside of the pulley, ( by design,) and never puts pressure on that cheap inner ring when moving forward.

It's there only for backing up, where the belt will naturally walk itself in the opposite direction. ( You could actually run a belt without the inner ring as long as you didn't back up too much...)

The ring and the pulley are not the same material. Kinda hard to tack/spot weld dissimilar metals.

They do make welding rod for dissimilar metal, its been 20 years since I had a welding class, so maybe not in this case?
