..had chrome off plenty of times, switched out my lower front fender trim not that long ago, in the rear of the fender...not a blemish..

as a painter I can tell you it has nothing to do with the chrome "rubbing" ... simple fact is its a prep issue .. Harley doesnt use and self etching primers under their paint . as you can see there is no primer showing at all ... the paint has peeled at the edges of the fender because thats the easiest place to peel as opposed to in the center....
