Unhappy custom passing lamp bracket kit

Just finished installing custom passing lamp bracket kit on my 05 RK. All went well till time to mount on bike, 4 washers & 2 spacers missing from kit, so off to the hardware store. U would think for what u pay for this stuff all parts would be included. Guess they had a bad day in China.

Part # is 69227-04A, but it's not listed on website, u can see pic of bullet turn signals u must order seperate which shows pic of bracket. U must also order kit to install detach windshield, consists of longer bolts, $300.00 + for everything.
