Canadian Tire does the inspection the cost is cover in your RIV fee you pay at the border. I didn't have to change my speedo to kms.
If you got it from a US harley Dealers the can do the recall search in 30 seconds.

I got the same bad information from the local Ministry of Transportation office when I brought my new (US) Ultra into Toronto in 2007.

I was told by the local office I needed a Safety inspection and RIV inspection from Canadian tire, and my speedo changed to kph - Canadian Tire told me they didn't inspect motorcycles.

A quick call to Ottawa cleared things up - no speedo change, no Safety Inspection needed for new bike, RIV could be (and was) done by HD dealer. The person in Ottawa called my local MOT office to give them correct instructions.

You mention a "new law" HD put in place a few months ago - it was a rule put in place by Deeley with the full support of mother HD that no Canadian HD dealer will service a bike purchased in the US, and any US dealer selling a bike to a Canadian resident will face HD sanctions. Deeley has the monopoly in Canada and is very intent on continuing to screw Canadian riders.

Canadain Tire does the RIV inspection, they did the two bikes I imported. My friend just had his done two weeks ago at Canadian Tire. Here in NB we don't have safety inspection for bikes.

Rode the bike to the border, US customs did their checks and stamped the the export papers. Then proceeded to the Canadian side they checked the serial number and the built date on the bike.
I then pay the GST and the RIV fee at the border, a few days later I received froms from the RIV by email.
Then took the forms to Canadian Tire were they checked the serial number and stamp the RIV forms.
I took these forms to the Motor Vehicle department were I payed the provincial tax plus the fee for my plate.
A week later I received a sticker to attach to my bike from the RIV.

You only need to pay the dealer if you want warranty. Do you have a recall letter? You have to get that from a Harley dealer. They can just print out the recall info from their Intranet site. I brought in a 2012 this year and the RIV didn't even need a recall letter, they said they have access to that information now.

The speedo is really supposed to be changed to km but that's not really enforced.

US dealers could never sell us a new bike, only used- are you saying that now they can't sell us used bikes anymore?
