I have a Road King Classic and I'am thinking about having it lowered like the RK Custom. I have had HD dealers tell me that the Custom only has the shorter rear shocks, but some HD dealers tell me the front has been lowered also. What's the truth?
I have a Road King Custom. Only the rear is lowered. The front is the same as the other Road Kings. Many, including myself, have lowered the front as shown in the photo.
I had it lowered at the dealer whenI bought it so I never rode it with the stock height. Same goes for the seat height. I have a Fatboy with a stock front end and I don't notice any handling discrepencies from it.
I have a 2004 RK custom. lowered 1" in rear, using HD shorter shocks and 1 1/4 front (shorter springs)
Bike is rinning on 18" rear and 21" front w/ low profile tires.............and RIDES GREAT, would never know.
All the HD Dealers I inquired with will only lower a bike 1" some sort of safety issue they do not want to be liable for
I also swapped out the HD seats twice from stock to the (HD) Badlander and now to a Mustang, rides very nice HD seats are just so uncomfortable, the mustang is comfortable also in the way that the nose is shaped closer to the frame and appears to be slightly lower.
As stated, only the rear is lowered from the factory. I lowered the front forks 1" with a Progressive suspension lowering kit, that made very little difference in actual ride height but every little bit helps when you are 5'6" with short legs.
I replaced the awful Harley 12" lowered air shocks with 12" standard spring Progressive 440's. That improved the ride dramatically(the HD shocks rode like a lumber wagon).

I'm fimilar with the short legs, I'm 5'9" but only have a 29" inseam. (kinda built like a bear, short legs all body)
When I lowered my softail I had to install a wedge onthe jiffy stand mount... wondering if the same is true for a RK Custom. Did you need to install awedge or replace the jiffy stand.
