I have 2008 FLHRC i am short so i have done a few comfort MODS ,one was lowering it 2" with 11inch Bitchin Bagger Drop air shocks.
I was putting on one of those kickstand wedge kits to make the bike lean over more.It stude up to straight after lowering it .
While i was doing that i figured i would rase the floorboards up to the next hole,more comfort for short legs and less chance of scraping in tight turns.
The front bolt on the left side was very hard to break lose but got it done.
When i tried to losen the rear bolt on the right side it would not budge.
I can't put heat on it ,to close to a wire bundle and hose.
BFH!!!!! Just kidding....Can you get a breaker bar on it and as you put pressure on bar,tap the bar close to the bolt. Good Luck...
P.S. Dont think its because you are short....Us tall guys have the same problem... :-)
Soak it with penetrating oil and leave it overnight.
Slide a piece of pipe a little bigger than the ratchet handle, over the handle and about 12" long to give you some leverage.

and as mentioned above, tap with a hammer, will help to break this loose- it may be rusted.
if it is stiff, try to tighten then loosen.
back and forth slowly working it out, to ensure that the bolt does not snap.
make sure that your wrench or socket is firmly on the head and not slipping
the rear bolt should only have one hole, the front has two positions so it will just pivot on the rear. can't you just lift on the footrest and move it to the upper position?
Also, you can use heat, just heat up the footrest where the bolt threads in. the bolt does not thread into the frame, it goes through it.
the bolt head takes a large Allen . i just have a big key no socket .
i was going to see if i could find a CHEATER pipe maybe 12" to fit over the key.

You said you couldn't apply heat but what about a good soldering iron and hold it there till it smokes. Its what I do in sensitive area's.
