Default A Fork Question

What are the two rubber donut looking rings on each leg of my forks, located on the inside of my fairing? They can be slid up and down the forks but are very hard to move. Thanks in advance,

the manual calls it a fork stop, its a steering limit bumper.

Along the same lines as what was stated they are also used to help with the Harmonic dampening transmitted up through the legs into the bars...
