Touchy subject. I have a Road King with spoked rims. A year or 2 ago I had a tube failure on a trip. Think I paid like 30 bones for a tube (???) and the one taken out looked fine but for the peace of mind I guess I will in the future continue to get new tubes. Your call.
BTW, flats suck and can leave you in a real pickle. Been there, done that a couple times. Just my .02.

Worse case you spent 30 bucks for nothing but IMO your safety should always be top priority so do it.
For spoke wheels it's good insurance to have all replaced at each tire change, I even make sure bearings and brake pads are in top notch condition every time wheel is removed.
OK I thanks for all the advice going to get new tubes&liner, before going to the shop for mounting.
Dealer is charging me mounting&balancing for both for $320 is this a fair deal or robbery,got all my tires from internet so much cheaper than buying from them.

Personally I've reused my tubes for one tire cycle. Then on the third tire I spring for a new tube. I admit I don't have any engineering analysis to support my method and I can understand the "might as well" reasoning for those who recommend doing it every time.
